The ‘Free Women!’ the women movement of the FLSP says that the government is preparing to change the legal framework for foreign working women that would further deteriorate the needs of women going abroad for work.
This news was revealed by Sithara Kularatne, a member of the National Committee for the Free Women! At a media briefing held on the 14th of October regarding the attempt to ease women in Lanka’s conditions when going abroad.
She said her organization had taken steps from time to time to address the problems faced by working women abroad, but so far, the government had not provided any formal solutions.
The comments made at the press conference were as follows.
“Currently, the government has taken steps to ease the conditions that mothers must meet with children over the age of 5 among the qualifications that a woman must meet when going abroad. Usually, such mothers look for a relative to care for their children. As this system is regulated by the Grama Niladhari (village admin officer) and the Divisional Secretary, government agencies must assume responsibility for the children of women going abroad. However, at present, applications for women going abroad are accepted online by the Foreign Employment Bureau. The conditions for state liability for children have been removed and limited to a mere affidavit. As a result, the children of women who go abroad are thrown into insecurity. It was known that even the children of women who have gone abroad with these various conditions are at significant risk, so we can understand what would happen if that minimum condition was removed.
Women in the Middle East account for the largest share of employment in the Foreign Service. In the past, unfortunate information has come to light regarding the various forms of harassment, persecution, and sexual harassment that they face in their work. As Free Women! We have from time to time pressured the government and the authorities, including the Foreign Service Bureau, to prevent such situations and ensure the protection, labour rights and working conditions of women going abroad. We conducted leaflet distributions, seminars, media briefings, workshops, and other public awareness campaigns. He wrote letters to draw the attention of the government, protested and exerted pressure through negotiated measures. We published the book ‘Blood, Tears and Coins of Foreign Slavery’ because a formal study on this issue was needed.
But despite all this, it seems that the rulers of this country are not ready to provide proper protection for the children of women when they send women into slavery abroad. We strongly object to the fact that the conditions regarding children have been relaxed to an affidavit.
Due to the foolish decisions of these rulers, there is now a shortage of dollars. The country earns the highest dollars annually from oppressed women enslaved in the Middle East as foreign workers. Because of the rulers who do not take responsibility for the women sent for that purpose, they recently came to this country in coffins. We revealed women who came to this country with inserted nails, burns, mental illness and other permanent disabilities. But the rulers are now trying to answer the dollar problem by sending women into foreign slavery without any responsibility. By allowing women to go abroad on a mere affidavit and removing the government’s commitment to children, women and family members will be significantly affected. Women who go abroad are also more likely to experience psychological problems and discomfort due to this condition. Foreign worker training courses that train them to perform their duties properly are also being conducted online. Is it possible to learn the language skills, equipment handling skills, cultural and legal conditions required online? Due to this situation, women who do not develop their skills without adequate training are at risk of going abroad and being subjected to harassment.
We express our disgust and opposition to the government’s attempt to earn dollars by easing the conditions for going abroad and enslaving women. We, the Free Women! also call on the people of this country to protest against such irresponsible actions.”
ඩොලර් උපයා ගැනීමට කාන්තාවන් රට පැටවීමේදී ආණ්ඩුව වගකීම් විරහිත තීරණ අරන්! – නිදහස උදෙසා කාන්තා ව්‍යාපාරය
විදෙස් ශ්‍රමික කාන්තාවන් වෙනුවෙන් නීතිමය කොන්දේසි වෙනස් කරමින් මෙරටින් විදේශ සේවයට යන කාන්තාවන් තවදුරටත් අවදානමට ලක් කිරීමේ සූදානමක් ආණ්ඩුව විසින් ගනිමින් තිබෙන බව ‘නිදහස උදෙසා කාන්තා ව්‍යාපාරය’ පවසයි.
මෙරට කාන්තාවන් විදෙස්ගතවීමේදී සැපිරිය යුතු කොන්දේසි ලිහිල් කිරීමේ උත්සාහය සම්බන්ධයෙන් එම ව්‍යාපාරය විසින් පැවැත්වූ මාධ්‍ය හමුවකදී නිදහස උදෙසා කාන්තා වයාපාරයේ ජාතික කමිටු සාමාජිකා සිතාරා කුලරත්න විසින් මේ බව අනාවරණය කරනු ලැබිණි. විදෙස්ගත ශ්‍රමික කාන්තාවන් මුහුණ දෙන ගැටලු සම්බන්ධයෙන් විසඳුම් ලබාගැනීමට තම සංවිධානය විසින් වරින්වර ක්‍රියාමාර්ග ගත් නමුත් මේ දක්වා ආන්ඩුව විසින් ඒ පිළිබඳ විධිමත් විසඳුම් කිසිවක් ලබා දී නැති බවත් මෙම නව ලිහිල් කිරීම් නිසා මෙරට කාන්තාවන් පමණක් නොව, ඔවුන්ගේ දරුවන් ඇතුළු සමීඵතමයන් විශාල ගැටලු ප්‍රමාණයකට මුහුණදීමට නියමිත බවද ඇය ප්‍රකාශ කළාය. එම මාධ්‍ය හමුවේදී පළ වූ අදහස් කෙටියෙන් මෙසේය.
“මේ වන විට කාන්තාවක් විදේශගත වීමේදී සපුරා තිබිය යුතු සුදුසුකම් අතර වයස අවුරූදු 5ට වැඩි දරුවන් සිටින මව්වරුන් විසින් සැපිරිය යුතු කොන්දේසි ලිහිල් කිරීමට ආණ්ඩුව පියවර ගෙන තිබෙනවා. සාමාන්‍යයෙන් එවැනි මව්වරුන් විසින් සිය දරුවන්ගේ භාරකාරිත්වය පවරන්නේ කුමන ඥාතිවරයාටද යන්නත් ඒ අයට දරුවන් රැක බලාගැනීමට ඇති හැකියාව සම්බන්ධයෙනුත් සොයා බලනු ලබනවා. මේ ක්‍රමය ග්‍රාම නිලධාරි හා ප්‍රාදේශීය ලේකම් විසින් නියාමනය කරන්නක් නිසා රාජ්‍ය ආයතන විසින් විදේශ සේවයට යන කාන්තාවන්ගේ දරුවන් සම්බන්ධ වගකීමක් භාර ගැනීම සිදු වෙනවා. නමුත් මේ වනවිට විදේශ සේවයට යන කාන්තාවන් වෙනුවෙන් අයදුම් පත්‍ර විදේශ සේවා කාර්යාංශයට භාරගනු ලබන්නේ ඔන්ලයින් ක්‍රමයට. එහිදී දරුවන් සම්බන්ධ රාජ්‍ය වගකීම සම්බන්ධ කොන්දේසි ඉවත් කර හුදු දිවුරුම් ප්‍රකාශයකට සීමා කර තිබෙනවා. මේ නිසා විදේශගත වන කාන්තාවන්ගේ දරුවන් අනාරක්ෂිත තත්වයට ඇද දමනු ලබනවා. මෙම විවිධ කොන්දේසි ඇතිව විදේශ සේවයට ගිය කාන්තාවන්ගේ දරුවන් පවා මහත් අවදානම් සහගත තත්වයක සිටින නිසා එම අවම කොන්දේසිය නැති කළොත් සිදුවන තත්වය අපට තේරුම් ගත හැකියි.
විශේෂයෙන්ම විදේශ සේවයේ වැඩිම රැකියා ප්‍රමාණයකට යන්නේ මැදපෙරදිග ගෘහසේවයට යන කාන්තාවන්. ඔවුන් සිය රැකියාවේදී මුහුණ දෙන විවිධ අඩන්තේට්ටම්, තාඩන පීඩන, ලිංගික හිරිහැර ආදිය සම්බන්ධයෙන් පසුගිය කාලයේ අවාසනාවන්ත ආකාරයේ තොරතුරු අනාවරණය වී තිබෙනවා. මෙවැනි තත්වයන් වළක්වා විදේශ සේවයට යන කාන්තාවන්ට හිමි විය යුතු ආරක්ෂාව, කම්කරු අයිතිවාසිකම් හා සේවා කොන්දේසි තහවුරු කළ යුතු බවට අප ‘නිදහස උදසා කාන්තා ව්‍යාපාරය විසින් ආණ්ඩුවට සහ විදේශ සේවා කාර්යාශංය ඇතුලු බලධාරින්ට වරින්වර බලපෑම් කර තිබෙනවා. පත්‍රිකා බෙදීම්, සම්මන්ත්‍රණ, මාධ්‍ය හමු, වැඩමුලු හා වෙනත් ආකාරයෙන් ජනතාව දැනුවත් කිරීම අප විසින් සිදු කළා. ආණ්ඩුවේ අවධානයට යොමු කිරීමට ලියුම් ලිව්වා, විරෝධතා දැක්වුවා, සාකච්ඡාමය ක්‍රියාමාර්ග හරහා බලපෑම් කළා. ‘විදෙස් වහල් ශ්‍රම කොල්ලයේ ලේ, කඳුළු හා කාසි’ කියන කෘතිය අප ප්‍රකාශයට පත් කළේ මෙම ගැටලුව සම්බන්ධ විධිමත් අධ්‍යයනයක් අවශ්‍ය වූ නිසයි.
නමුත් මේ සියල්ල කරලත් මේ රටේ පාලකයන් ස්ත්‍රින් විදේශ වහල් සේවයට යැවීමේදී කාන්තාවන්ගේ දරුවන්ට නිසිදු ආරක්ෂාවක් සැලසීමට සූදානම් නැති බවයි පෙනෙන්නට තිබෙන්නේ. මේ වන විට දරුවන් සම්බන්ධයෙන් තිබෙන කොන්දේසි ලිහිල් කරමින් දිවුරුම් ප්‍රකාශයක් දක්වා ගොස් තිබෙන නිසා අප ඒ සම්බන්ධයෙන් අපේ දැඩි විරෝධය ප්‍රකාශ කරනවා.
මේ පාලකයන්ගේ අමනෝඥ තීරණ නිසා දැන් ඩොලර් හිගයක් ඇතිව තිබෙනවා. මෙරටට වාර්ෂිකව වැඩිම ඩොලර් ප්‍රමාණයක් උපයා දෙන්නේ විදේශ ශ්‍රමිකයන් ලෙස මැදපෙරදිග වහල්කම් කරන පීඩිත කාන්තාවන්. ඒ කාර්ය සඳහා යවන කාන්තාවන් වෙනුවෙන් වගකීමක් භාර ගන්නෙ නැති පාලකයන් නිසා පසුගිය කාලයේ ඔවුන් මෙරටට ආවෙ මිනිපෙට්ටිවල. ඇණ ගහලා, පිලිස්සුම් තුවාල ලබලා, මානසික රෝගින් වගේම වෙනත් සදාකාලික ආබාධ ඇතිව මේ රටට ආව කාන්තාවන් ගැන අපි අනාවරණය කළා. නමුත් පාලකයන් මේ වනවිට උත්සාහ කරන්නෙ කිසිදු වගකීමක් නැති ආකාරයට විදේශ වහල් සේවයට කාන්තාවන් පටවා යවමින් ඩොලර් ප්‍රශ්නයට උත්තර හොයන්න. දරුවන් සම්බන්ධ රජය විසින් භාර ගත යුතු වගකීම ඉවත් කරමින් හුදු දිවුරුම් ප්‍රකාශයකින් කාන්තාවන්ට විදේශගත වීමට හැකි වීමෙන් සිදුවන්නේ විදේශගතවන කාන්තාවන්ගේ දරුවන් හා පවුලේ සාමාජිකයන් මහත් පීඩාවට පත්වීමයි. විදේශගතවන කාන්තාවන්ද මේ තත්වය නිසා මානසික වශයෙන් ගැටලු හා අසහනයන්ට මුහුණ දීමට නියමිතයි. ඔවුන්ට සිය සේවය නිසි ලෙස සලසන්න පුහුණු කරන විදේශ ශ්‍රමික පුහුණු පාඨමාලා මේ වනවිට පවත්වන්නෙත් ඔන්ලයින් ක්‍රමයට. විදේශයන්හිදී අවශ්‍යවන භාෂා ඥානය, උපකරණ හැසිරවීමේ ප්‍රගුණතාව, සංස්කෘතික හා නීතිමය තත්වයන් හදාරන්න ඔන්ලයින් ක්‍රමයෙන් හැකිද? මේ තත්වය නිසා ප්‍රමාණවත් පුහුණුවක් නොමැති කුසලතා වර්ධනය නොකරගත් කාන්තාවන් විදේශ සේවයට ගොස් තාඩන පීඩනවලට ලක් වීමේ අවදානමක් ඇතිව තිබෙනවා.
විදේශයට යාමේදී කොන්දේසි ලිහිල් කරමින් පොල් පටවන්නා සේ කාන්තාවන් වහල්කමට තල්ලු කරමින් ඩොලර් උපයා ගැනීමට ආණ්ඩුව දරණ මේ උත්සාහයට අපගේ පිළිකුලත් විරෝධයත් ප්‍රකාශ කරනවා. ඒ වගේම මෙවැනි වගකීම් විරහිත පියවරයන් සම්බන්ධ විරෝධය දක්වන ලෙස අපි නිදහස උදෙසා කාන්තා ව්‍යාපාරය මේ රටේ ජනතාවගෙන් ඉල්ලා සිටිනවා.”
